§ 2-187. Limitations on paycheck transactions.

  • If any person employed by the city finds it necessary to assign or transfer his paychecks for wages or salaries to banks, loan companies, business establishments or individuals to secure loans or purchase furniture, food or other items, but not including real estate or automobiles, the following regulations or limitations shall apply:

    (1)

    The city finance director or other city employee will not be liable should checks so assigned be delivered to the wrong business or individual.

    (2)

    An assignment of checks will not be accepted for periods over six bimonthly paydays or 90 days.

    (3)

    Check assignments will be notarized prior to acceptance.

    (4)

    Businesses or individuals must pick up checks in person at the city hall on paydays, when so assigned.

    (5)

    The city finance director may accept only one check assignment per employee at any given time on first delivered basis. This will apply also should more than one assignment per employee bear the same date.

    (6)

    Businesses or individuals shall check with the city finance director prior to accepting any check assignment to ascertain whether an employee has an assignment in force as protection to themselves.
